Green Growth Ocean Forum Chairman Seoung-Yong Hong
¡°WOF is required to contribute to creating a new growth engine and a new market for marine industries¡±
- How do you feel about being one of the session chairpersons of World Ocean Forum 2010?
It is rewarding yet comes as a grave responsibility to take the mission, as WOF chairperson, to develop a program for the forum, which aspires to be like Davos Forum in marine area, and to successfully invite the key figures in the world to Busan, the nation¡¯s marine capital. It is also a great pleasure to share co-chairpersonship with Hanjin Shipping Chairwoman Eun-Young Choi, who represents the industry, and Prof. Biliana Cicin-Sain, the chair of Global Ocean Forum (GOF).
- Your position title gives you the opportunity to visit various countries and see the issues facing them firsthand. What kind of issues are you most interested in?
I am interested in the direction global economic and marine powers move towards, the key marine policies and strategies of leading nations, and their ¡°select and focus¡± strategy in investment and R&D. Recently, I have a growing interest in the emerging order for marine area and the marine industries¡¯ strategy to respond to the Green Code following climate change.
- The theme of WOF 2010 is ¡°Climate Change & Ocean Challenge.¡± Please give your opinion on this year¡¯s theme as an ocean policy expert and a representative of an international organization.
The issue of climate change requires a totally different paradigm from that of the existing economy, society and culture. While the existing framework is called the economy of ¡°Fordism¡± and ¡°Casino¡± represented by mass production and consumption, under the new framework are important sustainable growth, economy powered by environment-friendly energy, and eco-based approach. Limiting use of fossil fuel and reducing carbon emissions are important topics of this age, regardless of whether you are living in an advanced world or a developing economy.
The world has realized the importance of the climate adjustment function of the ocean that covers 72% of the earth surface, and the policies for adapting to climate change and the mitigation for carbon emissions are urgently needed. That is way the theme for this forum was set as ¡°Climate Change & Ocean Challenge.¡±
- What do you expect from International Symposium on Expo 2012 Yeosu Korea¤ý World Ocean Forum 2010 in terms of the international networking?
This year¡¯s WOF has gained a significant importance as an international network, with strong presence of chairpersons from international ocean forums or organizations, such as GOF chairperson Biliana Cicin-Sain, World Ocean Council Executive Director Paul Holthus, World Ocean Network General Manager Philippe Vallete, and PEMSEA Executive Director Raphael Lotilla.
The forum will also be upgraded with attendance by the FAO, a key international organization in maritime affairs and fisheries, as well as OECD Fisheries Policies Division Head Carl-Christian Schmidt, Dr. Ji-Hyun Lee of UNEP Convention on Bio-Diversity, and Dr. Nicole Glineur of Global Environmental Facility.
- What would be needed for WOF to leap forward to ¡°Ocean Davos Forum?¡± Please tell us what sessions are required to be strengthened and complemented.
The reasons why Davos Forum attracts global attention are three-fold: first, it is attended by the CEOs of the global businesses that drive the world economy, the presidents and the prime ministers of the nations; second, it addresses key to pics of the year as well as out look for global economy; and third, it presents potential solutions to pressing challenges which can be reflected in government o r business strategies. WOF will need to be equipped with the above three factors to be the Ocean Davos Forum.
For this year¡¯s WOF, I have great expectation on the newly introduced Global Marine CEO Round Table. For the future, it is necessary to introduce Global Marine Leaders Round Table, Maritime University Presidents Round Table, Logistics, Shipbuilding, Fisheries, and Marine Tourism CEO Round Table, and Green Growth Marine Forum CEO Meeting.
- In your opinion, how can World Ocean Forum contribute to international society and the global ocean industry?
WOF can contribute in three ways: first, it can let the world know that the economic miracle of Korea is a model for successful utilization of the ocean; second, it can help the nation serve as a bridge between developing and more developed economies in their exchange of policies and technologies; and third, it can help the nations to find a new growth engine and a new market in the maritime and fisheries area.
- This year marks the fourth year of WOF. The forum has grown both in quality and volume. What do you think is needed to secure stronger global competitiveness in the future?
WOF is required to continue both qualitative and quantitative growth. Since attracting foreign knowledge is as important as attracting foreign capital, WOF needs passionate support from the government, the industry, and the academia to play a pivotal role in attracting knowledge in the maritime and fisheries area from around the world. Secondly, WOF also needs consolidate its status as a long and sustainable, not one-off, global network by successfully inviting global and opinion leaders every year. Third, if the policies and the strategies presented at WOF are accepted by governments, businesses, and academia and the feedback is shared on success stories at the following forum, WOF can bring about a virtuous cycle for success.
Seoung-Yong Hong is the chairman of Green Growth Ocean Forum Inc. and Korea University Holdings. Previously he served as president of the Korea Maritime Institute, Vice Minister of the Maritime Affairs and Fisheries, and President of Inha University. He played a key role in filing a deep seabed mining right for the Pacific Ocean with the UN, creation of the King Sejong Station in Antarctica, and the establishment of the Ministry of Maritime Affairs and Fisheries.
